Touching blood with cracked skin and cuts? Risk?

I am confused about blood to blood transmission. If I touch blood and I have cracked skin and tiny cuts from the dry skin because of a lot of handwashing, is that a risk? Cuts are small and not bleeding, they are dry skin cuts.

Also, if someone touches blood and then touches something else, does the virus spread? Should I clean both areas (blood + other place touched)? Sorry, english not my first language.

I want to know if I should just desinfect visible blood or things people might have touched after touching wet or dry blood. Thank you.

The only risks for HIV in adults are:
1) Having unprotected anal or vaginal sex, or
2) sharing intravenous needles with IV drug users.

You cannot get HIV from blood on surfaces, or through any minor cuts and scrapes.  Blood outside of the body cannot infect you with HIV.
