Will the condom protect me if

Hi there. Last night when I was masterbating I noticed bleeding on the skin under the head of my penis. I suspect dry skin because I'm super itchy and have dry skin all over my body right now.

Anyways the skin below my penis head was bleeding. I cleaned it up and used some neosporin on it before I went to bed. If I had sex today with a sex worker and used a condom would I be protected from hiv since my skin has recently bled?

You have asked this question in several different ways already.  A condom protects you from HIV, regardless of what may be under the condom, including cuts or scrapes.
