if if the condom popped and cum lands on but not inside my anus do I have hiv?

I had sex with a guy we wore condoms but it popped. I dont think he came in me because he was barely in..but if he did or if the cum landed on my anus do I can the risk of hiv? He says he's negative but I dont believe anyone.

Um, well, semen can't land in your anus. It's kind of closed up. Only way your anus would be involved in getting HIV is if you have unprotected anal. You didn't have that so you had no risk.The risks for HIV are penetrating unprotected vaginal or anal sex or sharing IV drug needles.  That's it.  No risk.

The thing is the condom had a hole in it on the right side...if it was inside and the condom popped in the side the possiblity of sperm coming out if it can be there and since the condom seemed empty I assumed he may have ejaculation inside me and I'm nervous. About to go to the er in hopes of pep
When condoms break they are a big split and quite noticeable.  Pin holes in condoms do not really happen. AND a ripped condom only is a risk involving HIV if it happens DURING intercourse.  Semen flying at your anus is NOT a risk at all.  No risk.  Any ER that gives you pep is irresponsible.  It's not warranted.  AT all.  The only reason anyone should take pep is if they have unprotected vaginal or anal intercourse with someone that is confirmed HIV + . Don't over react.  This is not a risk.

All viruses are not created equal but it seems you do not know that and are equating hiv to Covid transmisibility. hiv is not like Covid that might be able to instantly attach and replicate.

If he penetrated when the condom was ripped then you have a risk. Otherwise no risk. Hiv is instantly effectively dead in air so hiv landing on you is not a risk.

You can be nervous but it has nothing to do with reality of the situation.  This is not a risk.
