if new bf health check is good is swallowing his sperm alright?

57days ago my BF recived a full oil body massage,the girl put oil on his penis and gave him a hand job. They were all naked ,and during the massage he touched the surface of her Vagina,also kissed her Breast .after that he was very worried, Hei went to the doctor and got the PEP(Dolutegravir Sodium Tablets and Emtricitabine And Tenofovir Disoproxil Fumarate Tablets) in 12 hours.then,after 28 days from the massage he took the girl to the hospital and made a HIV antibody and Antigen test (Chemiluminescence test ) which showed negative,at the same time her HIV RNA test  showed negative too,however, him still feel stressed, because him wondered if she was in the window period.and now,57days after the massage(27days from him finish he PEP treatment),he also made the HIV antibody and Antigen test (Chemiluminescence test ) and HIV RNA test ,both showed  negative.so i am eager to know if he am safe now,and if there are more tests need to be done. we are only having sex with him use durex invisible cover. Him wants me taste his love fluid is this a safe thing now?

This answers all of your HIV questions, and if you can think of any more just reread about the 3. He had zero risk therefore  testing is irrelevant to his situation because he had zero risk. HIV is a fragile virus, which is instantly inactivated in air and also in saliva which means it is effectively dead so it can't infect from touching, external rubbing or oral activities. It doesn't matter if he and they were actively bleeding or had cuts at the time either because the HIV is effectively dead.  
Only 3 adult risks are the following:
1. unprotected penetrating vaginal with a penis
2. unprotected penetrating anal sex with a penis
3. sharing needles that you inject with.
The only way to get HIV is if he did one of the 3. The situation you describe is a long way from any of these 3.
Even with blood, lactation, cuts, rashes, burns, etc the air or the saliva does not allow inactivated virus to infect from touching, external rubbing or oral activities. Doctors have calculated the risk from what you describe to be less than that of being hit by a meteor, therefore no one will get HIV from what he did in the next 40 years of your life either. The above HIV science is 40 years old and very well established, so no detail that you can add to his encounter will change it from zero risk.
If he didn't have one of the 3 then you are just worrying about your own hiv theory - which is unrealistic for you to think that can become reality - so you and he should move on back to your happy lives instead.
Also find a new doctor, because that one is either a quack or else the boyfriend was so anxious that the doc prescribed PEP just to get him out of his office.
