Your situation involves personal contact with an object in air  (clothes, semen, her fluids, maybe blood etc. ). You will be happy to learn that you had no risk, because you can't get hiv from personal contact except unprotected penetrating vaginal or anal with a penis, neither of which you did and you didn't share hollow needles to inject with which is the only other way to acquire hiv - there are only 3 ways to get hiv. Analysis of large numbers of infected people over the 40 years of hiv history has proven that people don't get hiv in the way you are worried is a risk.
HIV is a fragile virus in air or saliva and is effectively instantly dead in either air or saliva so the WORST that could happen is dead virus rubbed you, and obviously anything which is dead cannot live again so you are good. Blood and cuts would not be relevant in your situation since the hiv has become effectively dead, so you don't have to worry about them to be sure that you are safe.
There is no reason for a person to test when they are safe. The advice took into consideration that the other person might be positive, so move on and enjoy life instead of thinking about this non-event. hiv prevention is straightforward since there are only 3 ways you can become infected, so next time you wonder if you had a risk, ask yourself this QUESTION. "Did I do any of the 3?" Then after you say "No, I didn't" you will know that it's time to move on back to your happy life.
No one got hiv from what you did during 40 years of hiv history and no one will get it in the next 40 years of your life either.  You can do what you did any time and be safe from hiv.
Her status is irrelevant when you have no exposure.
If you could get hiv from touching then everyone on the planet would have it by now because everyone is cut a few times every month and then they touch other people by mistake or shaking hands.

but symtoms show in body...
and some mbbs doctor say this is risk activity if  cut are present you penius....
please give me advice because second i do marrried....
Since you didn't answer the QUESTION I will do it for you. You should have made this answer to yourself. "No there wasn't a penetrating penis in a vagina or anus when I sniffed the underwear and masturbated and there wasn't a hollow needle injecting me when I did it either so I had no risk and should move on instead of wasting my own time asking more pointless questions."

We rely on the opinion of expert doctors and do not pay attention to poster's claims that they have found other doctors or we will be here all day arguing with those silly people that you have found that are pretending to be doctors.
you say this is not exposure and risk is  zero......
Yes, GR and I said that at least 10 times. Therefore, you are just guessing that you have hiv symptoms.

Okay, got it. So, ZERO risk. Read what the risks are. They are clear. Those are the ONLY risks. You won't get hiv from someone's underwear. Air inactivates the virus.  NO RISK

I'm going to repeat what I believe you are saying and you let me know if I'm misunderstanding.  You masturbated. A girl was there or maybe wasn't there. But YOU masturbated.  You had on underwear and used underwear to clean penis.

So, I'm just going to cut to the chase because whether the above is right or not, it is no where near a risk.  Here are risks:  Having VAGINAL sex with NO condom, Having ANAL sex with NO condom or sharing USED IV DRUG needles to inject drugs into your veins.  Those are the only three risks.  If you did not have any of the three things just listed, it is not a risk.  Air inactivates the virus.  And you can not give HIV to yourself by masturbating into underwear and touching the underwear with it or using her underwear to clean up or her touching you . . . NONE Of that is a risk.
