mutual masturbation using my partners semen as lubrication

Hello, I am a gay guy. 2 weeks ago I had an oral sex, mutual masturbation and frottage with another guy. He rubbed his genitals a bit hard for a minute or 2. He gave me oral sex, I did not give. However, I used his semen as a lubrication when we masturbated. I do not know the guy personally, I have seen him only twice in my college. Assuming he had an HIV/STD infection could this transmit an HIV/STD infection?
The past three days I have noticed some bluish sometimes reddish thing (I don't know what it is exactly) underneath the skin next to the urethra/external urethral orifice, as well a red eye and throat pain. I am afraid that this could be a sign of an HIV/STD infection.
I am also afraid of getting an STD/HIV from the frottage and because I used his semen as lubrication which I used immediately after he ejaculated.
I know that oral sex is a low risk, but can I get HIV/STD if I received an oral sex and did not give? And to what extent is oral sex a low risk for HIV/STD in general? What about frottage and rubbing?
What is the risk of mutual masturbation when using my partners semen as lubrication?

This answers all of your HIV questions, and if you can think of any more just reread about the 3. You had zero risk therefore  testing is irrelevant to your situation because you had zero risk. HIV is a fragile virus, which is instantly inactivated in air and also in saliva which means it is effectively dead so it can't infect from touching, external rubbing or oral activities. It doesn't matter if you and they were actively bleeding or had cuts at the time either because the HIV is effectively dead.  
Only 3 adult risks are the following:
1. unprotected penetrating vaginal with a penis
2. unprotected penetrating anal sex with a penis
3. sharing needles that you inject with.
The only way to get HIV is if you did one of the 3. The situation you describe is a long way from any of these 3.
Even with blood, lactation, cuts, rashes, burns, etc the air or the saliva does not allow inactivated virus to infect from touching, external rubbing or oral activities. Doctors have calculated the risk from what you describe to be less than that of being hit by a meteor, therefore no one will get HIV from what you did in the next 40 years of your life either. The above HIV science is 40 years old and very well established, so no detail that you can add to your encounter will change it from zero risk.
You can post std questions on std forum but the answer will also be zero.

I did today an hiv combo blood test. Is it too early to test? Im really scared. I get results in 2 days.  In the clinic they said oral sex is not an hiv risk. Is it true? Or it is possible to get hiv from oral sex.

You were already told that you didn't posses any risk from your incident. You didn't need to test. You don't have to comply with a window period, any time you take a test it going to be negative and conclusive.

Clinic told you the same thing that anxious told you before, there is no point in asking the same question again, answers won't change. You didn't have a risk.
