If a woman touches her underwear (assuming she was wet) with her hand, and  then  touches the head of my penis with that hand, is there any HIV transmission risk? Do I need testing?

Yes because of the majority of people dont care about hiv inspite of unprotected sex ...i have seen people ...they so cooly have unprotected sex with random folks with out even giving damn about hiv and stds ...and when we ask about them to get tested they say"Common man i will not be infected by this " i dont know from where they used to get this thought seriously and when they get tested ..results are positive coz of UNPROTECTED VAGINAL AND ANAL PENETRATIVE SEX THEY HAD ...
So as a guideline and by generalasing every doctor recommend ....to test irrespective of ur scenario if u r sexually active .

My brother testing is entirely upon u ..Bt we onow ur result it is hiv negative as u never had a risl

Hiv transmission science is a result of the studies, researches , experiments of one of the most hard working scientist in the last 40 years across the globe , So it doest transmit according to our anxiety driven what if and guilty questions So U r SAFE.

I think Your doctor is not an hiv specialist . Virus got inactivated as soon as it COMES IN AIR , change in ph , comes in contact with saliva etc ..it cannt infect u the way u described.
more than 80% of people would be infected in this world if it would be so easy to get hiv infected

Only risk FOR ADULTS  are
Unprotected INSERTIVE ANAL AND VAGINAL SEX
SHARING NEEDLES WITH DRUG USERS .
if u are engaged in activites like this then plz get tested ..other wise forget about hiv.
This is an answer from a HIV specialist (Peter Rissing)  "As recommended by the USPHS, most sexually active folks should be tested regularly, I would test myself in the scenario you described."

As an adult, the only risks for HIV are:
1) having unprotected, penetrative vaginal or anal sex, or
2) sharing IV drug needles with other IV drug users.

If you don't do either of those activities, you will NEVER have to worry about HIV.  Nothing else you can think of, including the above scenario, is a risk for HIV, no matter what.

I am confused. When i asked by e-mail to a doctor, he said "From your note, I would assume that your risk is low. However, I would encourage you to get tested at a local agency."

You didn't ask an HIV expert, then.  There's no way they would have used "I would assume" when you clearly had no risk.

You can do whatever you want, but no one has ever acquired HIV in this manner.
