risk of HIV or HTLV from the following?

Hi,

I have a question. I performed oral sex on a man. I used a condom for the oral sex. When he finished ejaculating in the condom, he removed it and gave it to me to dispose of. As I was disposing of it, I saw a little bit of fluid on my hand near a cut I received yesterday while playing with the cat. I'm thinking the fluid could possibly be my own saliva on the condom or it could be the man's fluid. I don't think the fluid got in the scratch but I'm not sure. Is this considered a risk for HIV or HTLV?

HIV is unable to reproduce outside its living host (unlike many bacteria or fungi, which may do so under suitable conditions), except under laboratory conditions; therefore, it does not spread or maintain infectiousness outside its host.

HIV is transmitted by;
Unprotected penetrative anal and/or vaginal sex
Sharing works with other IV drug users
Mother to child

Fyi: The scratch is less that 1/8 of an inch
