Can encephalomalacia or the effects of it get worse over years?

I had a brain aneurysm clipping in 2002 and have been diagnosed with encephalomalacia in the right frontal and temporal lobes. Although I have had some problems with memory loss, moodiness, anxiety since the clipping, it seemed to worsen over time or maybe I just begin to recognize the problems later on. Either way a went to the VA (the aneurysm occurred while in the service) in 2013 seeking assistance. Now they say that due to the time that has passed that they cannot say the issues (listed above) are a result of the encephalomalacia. My question is does or can encephalomalacia get worse over the years
