I am sure practicing in Singapore, you are already aware that Singapore citizens and permanent residents are entitled to subsidized healthcare services provided through government healthcare facilities. I know many Singaporeans carry additional or supplemental insurance but I am told that is mostly through an employer.
There are a few private insurers where one could obtain an individual policy from, but the problem I foresee is that any insurance you try to help him obtain might look at his condition as a pre-existing one and may not cover this particular episode or benefit period. I highly recommend inquiring about exclusions and limitation upfront.
