Clarification regarding heart damage and heart failure

My mum has a minor stroke approx 6 weeks ago. She had full a lot of tests but wasn’t told the results of her heart until the other day. I assumed they didn’t want to stress her.

My mum has been told she had an (unknown to her) heart attack some time ago (probably years) and there is muscle damage. The left side is not pumping as well as it could be.

She was in shock and didn’t remember a lot from the appointment. She’s going back soon for a proper follow up.

My question is - does heart damage and a weaker heart constitute heart failure? Or do further evaluations need to be done to decide if it is ‘heart failure’?
