Good question. The clinical definition is an uncomfortable awareness of breathing difficulties. So it basically isn't if you are huffing/puffing or gasping, it's the awareness that your breathing isn't normal. Let's say you are a healthy person and do a 100m dash. At the end you are huffing and puffing but don't feel concerned about it and soon recover. This would be absolutely normal and you get enough oxygen to recover. However, if you do a simple task such as climb a flight of stairs and start breathing fast, then you will be aware of this because you know it isn't normal. Your body isn't getting enough oxygen for a simple task and is demanding you breath faster. You are aware of this and are not comfortable about it.
