Ed is correct. Another issue is that increased fluid volume causes additional internal pressures on the pulmonary artery as fluid builds up in the lungs. You can't put 12 ounces in a 10 ounce can.

The easiest analogy is to blow up a balloon. If you just blow a small amount of air into it, the pressure will not be as high compared to blowing lots of air into it. The air is your blood, the balloon is your arteries. More fluid or air forced into a confined space increases pressure.
