Go back to the doctor. Let him take the BP again and see there's any improvement or not. If there's no improvement, he'll prescribe another type of medication. They're so many med (including beta-blocker) to lower the BP in the market.
May be her sickness is not related to high blood pressure. You can talk to the GP or the doc who prescript the medication. If your mum hasn't had a specialist yet, your GP properly will refer her to one. If you're not happy about his idea and treatment, you always can find a second or even third opinion.
I saw from other forum, relax... listening to the soft music also can help to lower the blood pressure. My mum took the herb that she planted also help a lot. The worse point of using herbs at home is : don't know how much to take at first. Later on, she adjusted that will bring her to the right dosage. It takes time.
