I'd get a good quality pair of metal tongs that you'd use on a BBQ grill and use them to grab any of the offending articles, personally. That is, if the bins are stationary and you need to reach in and grab the contents with your hands...not for fear of getting HepC as much as for the disgust factor of using ones hands.
Sorry heyhey but that's a lousy job. If you must do this for your job wearing gloves will protect you from all diseases. Hep C is not transmitted by changing bins unless by chance there's a needle in there. Just be cautious and you should be fine.

Keep in mind that Hepatitis C is blood borne disease. There has to be a blood to blood exchange.
That means blood infected with Hepatitis C has to somehow get into your blood stream. As with a tattoo needle or a blood transfusion.
Based on what you describe (and depending what's in those bins) gloves should be good enough to reduce the probability extremely low.
