Signal to cut off is how the test scores your reaction on a hep c antibody blood test. A result of less than 1.0 is negative meaning you do not have antibodies to hep c.
Here is a technical description of signal to cut off:
"Signal-to-cut–off ratios are calculated by dividing the optical density (OD) value of the sample being tested by the OD value of the assay cut-off for that run. Analysis of enzyme immunoassay and chemiluminescence assay data indicates that s/co ratios can be used to predict supplemental test-positive results. A specific s/co ratio can be identified for each test that would predict a true antibody-positive result (as defined by the results of supplemental testing) ≥95% of the time, regardless of the anti-HCV prevalence or characteristics of the population being tested."

Office staff are not to discuss with patients medical information. That is up to a doctor to do and why they are not allowed to discuss with you.
I don't know what may have come up but I doubt it has anything to do with your hep c antibody test.
However if I am mistaken about your test result you still would need additional testing to confirm a current infection with hepatitis C. In order to do this they would need to do a HCV RNA by PCR blood test.
Even people who test positive for hep c antibodies may not be currently infected. About 25% of people are able to beat hep c on their own so they will test positive for antibodies but not detected on the HCV RNA test for the virus itself.
I don't think this is your situation but if it is and you also test positive on the HCV RNA test there are new meds approved in 2014 that are very effective at curing hep c at about a 98% cure rate. Treatment could be as simple as 1 pill a day for eight weeks and be cured.
Like I said I think hep c is not the problem but if it should be simply get treated and cured so no matter what you will be fine as far as hep c is concerned.
