How many times can a hernia reoccur?

My mother was diagnosed with a hernia and needed to have surgery to repair it. They used a mesh for the repair. This was a few years ago. Since then my mother has been through 8 hernia repair surgeries. They repair it, then it comes back. Usually in less than 60 days time. I can't help but feel something is not being done properly. Should I have her see a new doctor and surgeon or should we speak with a lawyer.
