Wondering if this is a hernia?

On either side of my pubic bone, I have an egg shaped swelling that puffs out.  It goes down when I'm laying down.  I am assuming it is some type of hernia.  Have noticed for about 10 years, MAYBE one side has gotten bigger.  No pain or discomfort, but I find I shy away from exercise worrying about it.  I don't have health insurance so surgery is out of the question.   At 55, I feel like I really should be exercising, but want to do something safe.  I'm in the country, so biking or swimming not really an option.
