Can genital herpes appear as a rash and then practically disappear in 24 hours ?

Yesterday I suddenly developed an itch on my scrotum. Itched like hell.  Applied hydrocortisone and that was it.  No sores. No no bumps. Just red patch.   It’s been almost 24 hours now the red patch is barely visible under normal light.   Only a flash can kinda make it out.  So it seems to be going away.    Last sexual encounter I had was over a month ago and it was over safe.

Agreed. No STD would present like this. If it's responding to hydrocortisone, it's more likely to be fungal.

Going to post Incase anyone is worried.  So this presented itself like red circular patch almost like the start of herpes.   Anyways after hydrocortisone and antifungal dream it disappeared in less than 24 hours.  Skin became kinda hard and the next day it was peeling and there was fresh skin almost like when you get a sunburn and old skin peels.   That was the end of it.    Nothing else.
Thanks for letting us know!
