Concerned about irritation in genital area

I had intercourse yesterday 5/10/11 and used a latex condom the condom broke and intercourse was partly unprotected for a couple of seconds until I took the broke condom off. While it was unprotected the girl was kind of dry and the friction sort of hurt during that time. Now a day later I have been having an itching sensation on the head area of my penis and also it is irritated. I went to my doctor she gave me triamcinolone cream. She checked me and ask If the irritatiOn hurts to the touch and also checked other areas around the genital area. Nothing hurts at alll doesn't hurt to urinate and there's no discharge. She said it might be an allergic reaction to the condom or maybe irritation from oral sex before hand. Is there a possibility it is irritated from the friction of intercourse when it was unprotected? I see online that the first reaction of herpes after exposure is between 4-7 days or something like that. Can it show after 24hrs? Also seen that there are aide effects concerning fever and other things but I only have irritation and itching I would appreciate any help given

you won't develop symptoms of herpes from a newly acquired infection that quickly.
