Do I have HSV-2, even though I tested Igg negative but with neuropathy symptoms?

So here is the deal. I had a protected sex encounter 14 weeks ago with a sex worker. I used a condom all the way, but there was still skin to skin contact. I also kissed her and gave her oral sex for like 5 minutes I estimate.

Then, I began presenting the next symptoms:
Week 3: Sensitivity to cold in left leg and genital area, strange tingling sensation in genital area. Itching in tip of penis. I am not circumsized and to be honest I have never in my life retracted my penis skin to wash my glans and foreskin (horrible hygiene I know). Just did it when I had to put the condom before having sex. This time I decided to retract the skin to see the reason of the itchiness and found out there were some tiny white spots (only spots, not blisters) in the foreskin. I went to the doctor and he told me that it may be hsv2. Gave me acyclovir (cream) and HSV 2 igg and igm blood test instructions. It came negative (pretty low values). He then said it was not herpes, gave me a cream for fungus infection to replace the acyclovir and my mind was on ease finally. Symptoms gradually disappeared in 1 week. Never retracted my penis to check if the white dots disappeared or what.

Week 13: Symptoms came back. This time worse. Now the sensitivity to cold stayed longer. Now I also feel localized pain in different areas of my legs (thighs, calves, feet) and even in my forearms. The pain is not agonizing, it's mild. However, I am also having muscle aches in my thighs (near the knees) and knee pain too (in the joints). All mild, but is still there and sucks. Also, I have shooting pain in my middle back too. All of this symptoms come and go.
Also, I retracted my penis again and found out a cluster of bumps in the skin that covers the glans (for uncircumcised people). They look pink coloured and have multiple tiny white dots in their surface. Doesn't hurt when touched and haven't burst in a week (they are still with the same appearance). The rest of my penis is ok. I do have some shooting mild pain sometimes in my penis that come and goes. I did the Igg and Igm blood tests for both hsv1 and hsv2 and both came negative after 13 weeks. It is week 15 and the symptoms are less than before but now I am having mild and localized pain in the groin (area between buttock and back leg, don't know if this is the groin?), Muscle aches in thighs are still there, the bumps are still there (haven't changed) so I am really worried now. I have an appointment with the doctor today so let's see what happens.

Do you think this may be herpes (because of the neuropathy like symptoms?).

It's worth saying that I am having low back problems (pain) way before the sexual encounter and I even had an injury in my back some weeks before the sexual encounter that had me in pain for weeks. I may think this may be a reason for the neuropathy symptoms but not sure.

So what do you think guys?

No obvious blisters and a negative IgG test at 13 weeks argues pretty strongly against an hsv2 infection. The IgM test is unreliable. If you want to pursue this further, you may want to consider contacting Terri Warren at Westover Heights clinic.
