Does this sound like herpes?

Just had a question. I’ve had these clear fluid filled blisters on the for skin of my penis, sometimes on the head of my penis. The ones that come on the head of my penis are always a single lesion. They are always in different random locations on my foreskin sometimes they come in small clusters and other one single lesion. I get these episodes as often as 2 or 3 times a month for the past year now. There never any precursor to them showing up, they just pop up. I experience no itching, no tingling or any other discomfort before their appearance. The blisters have never been painful at all. Just kinda looking for some answers as I don’t have medical insurance I can’t just go to the doctor to have them checked out. My main concern is hsv2 does this sound like herpes anyone?

it can be Contact dermatitis is a skin condition that can cause red, itchy, cracked, dry, or scaly skin, blisters, or a rash. Like herpes, it recurs, and while it's not an STD when it appears in the mouth or genital area, it may be mistaken for herpes.
HSV2 blisters are extremely painful and take up to 7-10 days to heal.

I think you need to give more background story on this so experts can help you better.

Have you had unprotected sex?
Does it hurt when you pee?
Have you ever been tested for Herpes?
Ever had swollen glands, flu-like symptoms then accompanied by such outbreak?

Monitor yourself when your outbreak occurs.
is it when you stress? get sick? etc

Do not worry, everything will be fine.

Since you don't have insurance, call your local health department to find out if there is an STD clinic near you, or a clinic for uninsured people in your county. Google your county and state and health department, like "Cook County Illinois health department" if you live in Chicago. Here's a site that may help, but I don't know if all county health departments are members of this organization - https://www.naccho.org/membership/lhd-directory  You can also search "county health department near me".  Many of these are free or low cost for those who are uninsured. Also, lots of urgent care centers will see you without insurance. Tell them you are self-pay, and there is often a discount, and you can do a payment plan.

2-3x a month is really frequent for herpes, so I'd suspect it's something else, but you really should get it checked.
