Herpes Question

Can a person who has herpes and is not in an active outbreak; transmitt the herpes to another person?

Yes, because the virus sometimes comes out of hibernation and replicates itself.  The replicated virus can be picked up by anther person.  This stage is called 'viral shedding'.  Google it for more info.
