Is this herpes?

I'm starting to notice some small bumps around the base of my penis. They look...similar to things I've seen on the Internet about herpes but not exactly the same. For instance they're both small white bumps but they're not in small clusters. They also don't itch or cause me any pain, they're just...there. All the same I'm terrified they're herpes and I'm not exactly sure whether it's serious or whether I'm just overreacting. I think it could just be raised hair follicles or even exima? Both of which I also have issues with on other areas of my body. They aren't red as they don't swell or bleed or pop. So I don't know if they are really herpes blisters.
I've never had sex before but I have received oral a few times. Please. Any sort of information and even partial diagnosis help. Thanks.

The best thing to do when you have symptoms like this is to have them looked at by your provider.  My suggestion see a dermatologist first.  They can kind of tell what you have and if need be get you a swap for culture.  

Also if your last sexual exposure was more then 3 months ago you may want to get a type specfic igg blood test to know your herpes status.
