What is this rash occurring on my penis?

I am a male who had unprotected sex with a female while drunk. It lasted around 3 hours and by the end she was very “dry.” The next morning I woke up and felt like my penis was chafed on both sides of the base. Around 2 days later I noticed about 3 pustules on the right side of my penis and about two on the left. These bumps popped up within 2-7 days of the sexual encounter. All of these pustules had hairs coming out of them. I popped all of them as they appeared and pulled the hairs from them. When I popped them, the pus came out and it slightly bled just like a normal pimple. The hairs also seemed to have pus on the root when I pulled them. They only slightly hurt when I messed with the pubes around the pustules for about the first 5 days. The “pimples” never scabbed or anything, but rather slowly faded.

I went to the urgent care to have them look at it around 9 days after the sexual encounter, and the doctor there said it was probably ingrown hairs and that they should heal within a week. The bumps were pretty much completely healed about 11 days after the sexual encounter. The thing that’s bothering me is that I still have around 4 spots in the same area that do not bother me at all. They just won’t seem to go away. The spots are just small red marks, around 3 on the right side of my penis and 1 on the left. The bumps start at the base of my penis and the highest one is around mid way up my penis. They are just there and seem to go away for an hour or two and then I notice them again.

My questions:
Do I have herpes?
When can I even get tested to find out?

It’s been exactly two weeks since I had that one night stand.

I also used neosporin which didn’t do much.

Doesn't sound like herpes. You can test at 8 weeks. This will be a good indicator and 12 weeks is considered conclusive.
