Does this sound like herpes or something else?

I think I may have herpes. I had a condom break on me on nov 4 and gave oral to a woman. Not long after my lips broke out but not into bumps, it was more like a raised dry area on my upper lip. My bottom lip didn't have bumps but had what felt like a raw streak of skin along it. Last week I felt the tingle of a cold sore and a bump came to on my lip the next day. The bump was gone within 3 days and never burst or caused any pain. On my penis flat dry areas would show when I stretched my penile skin but are now gone. Two bumps are on my penis near the head  but they are painless and have been there for over a month now. I occasionally feel a pain in my urethra. What is this?

To comment on the oral symptoms it also does not seem indicative of herpes. Especially if it were to be a primary outbreak I'm fairly sure it would ulcerate and hurt beyond a tingle. I would await the advice of a more knowledgeable member, but I suggest that you can ease your mind for now.

I know from what I read genital herpes bumps would not be painless and they wouldn't last a month. You may be noticing normal Fordyce bumps.
Unless the pain in your urethra is something that makes you beg God to end it- its not herpes either. From what I understand herpes ulcer in the urethra are like pissing broken glass.
