could this be a herpes outbreak?

i got tested 84 days after my last exposure which has now been almost 4 months since. I tested negative for both hsv 1 and 2. today i looked in my genital area and i noticed a cluster of red bumps, about 18 of them. every single one of these red bumps has a nice evident hair growing out of them. my question is can herpes present with hairs in every lesion? its also more on my leg then my penis. i rly dont think it can but i would like to hear from other pll. I also was told that my igg test was conclucsive and enough time had passed to consider this final. any thought?

Well it does look like the normal cluster of bumps thats herpes has but with hairs coming through them. They are also not open sores but bumps, again with hair in the center.

Its more what you describe as each little lesion being distinct. Not so generally with herpes.

Alright cool. Just for future reference tho, herpes lesions wouldnt have hair going through the center as ive described correct?

You are negative for genital herpes. It just isn't common to get a first outbreak months after infection with your first type of HSV.
