if someone has genital herpes but not oral

i got some head but she has genital herps ahe wasn't having an outbreak my question is could i have gotten it from receiving oral

No, she is only contagious from her genitals if her infection is genital.

You wouldn't be able to get it from her mouth.

Yes, most likely. There is still a very, very small chance you could get it, but not enough to spend any time worrying about it.

Assuming she has genital herpes type 2 (and it's possible for people to get  genital hsv1, which is usually found on the mouth, from oral sex), if you were in a relationship with her, and had sex 2-3x a week, the chances of you getting it from her using a condom would be about 2-3% over the course of a year.

From a one time encounter, using a condom, if she didn't have an outbreak, it's probably a 1 in 10,000 chance.

I wouldn't worry at all. You are safer with someone who knows they have herpes and know when they have an outbreak and when to avoid sex than someone who has it and doesn't know it.
