Because in order to get genital warts from a hand job, the person must have the virus on there hands. The only way they could have it on there hands is if they touched themselves and within milliseconds touched your genitals, and even then it's more than likely the exposure wasn't enough to pass the virus on. The virus would die instantly as it left the body.

Your right the virus can stay dormant for years, and when it's dormant it's no longer contagious and if you've had no symptoms for months/years then it's highly unlikely you will become contagious again.

But there you ahve it, whenver Dr HHH says , hand job is absolutely safe and he have never seen or even heard about a case of STD being transmitted by hand job, his conception doesn't necessarily include HPV/warts. I dont know why, but it seems he looks like genital warts is not a STD! But he always emphasize hand job is exceendingly safe while at the same time he could not give a concrete reply on genital warts. some time it is quite misleading.
The Dr said "I have never seen a case of any infection that was plausibly acquired by hand to genital contact. It simply does not happen, period."
