Hard lump on prevnar injection site on 15 month old after 2 months

Hello, my now 17 month old had her prevnar and hib boosters when she was 15 months old on her arms. When she got the shots, she had a reaction which included a hard lump at the injection site, redness, tenderness, swelling and loss of movement in her arm on the arm that she got the prevnar shot on. I took her back to her pediatrician and he said it was normal and would go away within a week. It’s been almost a month and a half since she got these shots and she still has a hard lump that is a blueish color and it’s still very sore. I try to massage it but she doesn’t like when I touch it and I can tell it’s still bothering her a lot. Since she got these shots she has been extremely miserable and cries all day long (not sure if it’s her age or if it has something to do with these shots). I am afraid that  if I call her pediatrician, he will say it’s normal, because that is what his response is to all of my concerns that I voice to him. If anyone can answer my question as to whether this hard lump and tenderness a month and a half later is normal or not, that would be so helpful. Thank you!
