After 10 days of cat scratching me and my cat is alive. Am I cleared for rabies? Do I need rabies vaccine?

Rabies is spread by saliva, not by scratches. https://www.mayoclinic.org/diseases-conditions/rabies/symptoms-causes/syc-20351821

You don't need a rabies vaccine as you weren't at risk for rabies, but it would be best to get the cat vaccinated against rabies so you don't have to worry about the cat spreading rabies to you - or anyone else.

He got vaccinated 4 shots last year .
The rabies vaccine for pets is highly effective.  Your cat almost certainly does not have rabies.  No need to fear rabies from your cat, even if you get bitten.
