Hi. No, I don't think it suggests cancer. It is consistent with bacteria infection, since the Immature Granulocytes would likely be the bacteria fighting neutrophils.

Not necessarily, since the Abx has to match the bacteria and it also has to be able to get into the target tissue. Or the bacteria might be resistant to the Abx. Or there might be some unusual immune condition that acts like a bacterial infection, but without any actual bacteria (sterile inflammation).
Btw, if it were a leukemia (which it likely isn't), it would be AML not ALL.
