Difficulty in retracting foreskin

Hi,
I am 23 year old boy. I am facing problem in retracting my foreskin. This problem had started just week ago. Earlier I didn't have any problem in retracting the foreskin. Now it pains and feels little tight when I try to retract my foreskin and also there is white substance( seems like dried semen) under foreskin. There are cracks on my foreskin which pains while I try to retract. Sometimes I have to use oil to retract the foreskin. I had dryness issue on penis 2 months ago.
I am having normal sex but it pains intially when there is dryness. This problem started recently when I had sex with my girlfriend when she was about to get periods.
I am worried about problem of retraction of foreskin. I have uncircumcised penis.
Is there any solution to this ? Any exercise or medication? What should I do to reduce the pain which i have while retraction?

Could be something to do with Balanitis or a penile yeast infection.. Search it up. I had it myself and my foreskin tightened due to swelling and I had small cuts on the foreskin, a discharge underneath etc i was given pills and cream.
