Dry Skin

I am a little concerned here. I posted earlier about having some red bumps on the shaft of my penis. Well those have gone away (although I did NOT figure out what caused them other than it was not an STD). Now I have a different problem. On the shaft of my penis, on the side facing away from me if it were erect, is a large patch of dry skin. You cannot really notice it just as it is, but it is VERY obvious just after masturbating.

Any ideas as to what this is and how to make it better? Thanks in advance.
