I have dry(white skin) in foreskin and its bit red.

So its bit dry and whitish skin but it goes away when i put lotion. I did have friction burn in last year august(from happy ending handjob with latex gloves). Any help to it?

Lotion has a tendency to make skin look a little different when you use it.  That you have dry and whitish skin after a friction burn isn't all that uncommon and yes, I'd have expected it to be better by now but it may take time. https://www.medicalnewstoday.com/articles/325438#friction-and-chafing  You do want to make sure you aren't compounding the situation with the lotion which actually sometimes can irritate skin. But you have no physical discomfort at all? Do you have a physical coming up or anything in which you can show your doctor?

It doesnt hurt at all. Its just dry.  I use soap to wash it everyday and i heard soap can damage?
Soap can be drying, for sure.  Try not using soap or use something without fragrance that is mild at most and see if it helps.
