Is this balanitis or anything serious?

I had phimosis for 25 years, and I am resolving it using stretching. It is still present to an extent in erect state, but I’m able to fully retract during flaccid state over the head. I’m going to continue stretching to be able to retract in erect state as well. However, I observed during the course of my stretching that my meatus is swollen (like lips) and looks red. This area also feels extra sensitive in erect as well as flaccid state. I somehow feel that it is tender and looks as though it is hurt. Is this balanitis or any other serious condition?
