Lump on penis shaft

About a year ago, a small lump appeared under the skin of my penis, and i didn't really mind it until now. It has gotten a little bit bigger, (   ) <-- about that size and its located on the shaft about half an inch from the base of the head. It is painless when i touch it and i can move it. It feels almost like a small lumped up vein. Please help me! could this be a cancer?? im only 15 and have never had sex
