Raises brown spots on and around penks

I got myself into a few unprotected sex situations and these spots showed up a handful of months later. They have been around for a couple years. Every now and again a new one shows up. If I scrape them off eventually they come back. Is what I think it is?

They are brown raised spots at base of penis and scrotum. There are a few more skin colored ones on shaft. I tried getting a picture but no where to attach it.

No idea if it's what you think it is, since you haven't told us what you think it is.  

We don't look at pictures, but it sounds like it could be genital warts.  In any case, you shouldn't be scraping them off yourself.  If it IS genital warts, they usually disappear by themselves, and you may be prolonging that process by scraping them off.
