It doesn't look like papules. My doctor didn't know what it was but thought it might've been a growth scar. My problem is that my frenulum is contracted because whatever it is has spread there. It used to be farther down but moved up over the course of a year or so. https://imgur.com/a/3QjgzZF
What kind of doctor did you see? Was it a dermatologist or a urologist? That's who I'd see.
