Scab like bumps on penis

I have these strange, scab like bumps near the head of my penis and I have tested negative for any STD so I know it isn’t that. I’ve had it for a few months now and instead of going away it seems to have gotten worse. I told my doctor about it, but he said that it was just “burst capillaries” and nothing to worry about, which didn’t offer much help at all. Any insight would be appreciated.

Did your doctor look at it or did you just tell him?

If you just told him, someone needs to actually look at it. Have you googled what burst capillaries look like? Does it look like that?

Yeah he did look at it, but didn’t seem to think it was much of an issue at all. He didn’t really offer much in the way of an explanation, and to me it sort of looks like burst capillaries but it’s not quite the same.
You can always go get a second opinion. Since it's getting worse, that's what I'd probably do. It might be burst capillaries, but I'd also want to know how to make it not worse.
