Should I have a second TURP surgery because the first did not work?

My first TURP was 10/02/2018 shortly after I got a UTI with hydrocele testicle and epididymitis left testicle. My urine retention did not improve much. I am still self catherizing. I have a new urologist he thinks a second TURP surgery will help. After weeks of antibiotics the infection is under control. I'm not sure what to do any input would be greatly appreciated.
