Small 1mm bump under the penis?

I have small bump at the under side of the neck of penis near the head. Photo https://i.imgur.com/uewaClp.png

One year ago, one doctor prescribe gentrisone cream and I applied it for about 2 months and it still looks the same.

I saw another doctor about one year ago and he told me to leave it alone. It still looks about the same now.

It seems like sometimes it is itchy.

What is it and how to treat it? How to prevent getting more?

I'd not worry about getting more since you haven't gotten any ore in all this time.  For a year it has not changed and you've gotten no new ones.  And two doctors have now examined it.  It isn't concerning enough for them to give a diagnosis or treatment other than the initial cream. It could be pearly penile papules and Fordyce spots?  But one of the two doctors you saw probably would have said that.  But neither of those require treatment.  Have you been to a dermatologist?  That would be your next doctor to see.
