The skin directly under the head of my penis looks moist.

I was doing some self examination today and i noticed that when I stretch the skin back on my penis, I notice that the skin directly under the head of my penis looks shiny or moist. I wanted to know if this is completely normal and I am just over thinking. Or if it's something that I should be worried about. I do have a cluster of bumps that look like Fordyce spots, completely  painless. They may have been there a long time they may not have been im not sure. But since I am sexually active I was wondering if this can be an std? All sexual encounters have been with use of condoms. But if it is in fact due to an std is there any that don't cause pain or discomfort and cause moist looking skin? Again under the head of my penis seems to look moist no matter how much I tried to "dry" it up.
