delayed puberty

i am 17.5 year old guy.i have fully developed pubic hair,hair are growing on rest of my body parts and those on my chest and surrounding area have begun to grow now.i have not shaved yet but hair on my face i growing slowly.my concern is that my penis size is 4.5 only and whether it shall develop more?till what age puberty and penis growth lasts and if i am having delayed puberty?
please help.

wow..Well maybe you should go get checked out cause having that small of a penis is really weird. But if nothin is wrong with you then I think you are an okay person. I hope everything works out fine for you and you have a good life.

when i measured from the pubic bone or the extreme base the length is 5 when erect but as i said i have not shaved yet and hair have just begun to grow on mu chest and the pubic hair have extended to the navel but they are not dense.i can feel some growth but i am not sure whether my puberty will last for the next 8-9 months and if that lasts than how much can the erect length grow in this time period.

Is that size soft or erect?

At your age, on average, most men have finished growing (except for the belly, which seems to keep growing throughout your life ;-) ).  Average penis size is 5-6" erect, which suggests that you may be slightly below average but certainly not an unusual size.  If you are not yet shaving regularly your puberty may be slightly later than average, but again, not unusually late.
