Are you obese?  Measuring your penis for "comparison sake" is futile if you have a wad of fat on your pubis.  That fat can be 2 - 3" thick.  You have to add that to your measurement.  A true micropenis is also very thin.  If that's the case, you might try hormonal therapy...but don't put it off; it doesn't work after age 18 or so.

You might talk with your doctor. There are hormone treatments for micropenis, but the timing matters -- can't do it too early or it can backfire. But also, see the following from Wikipedia:

"Most [guys] referred for micropenis do not have the micropenis condition. Such concerns are usually explained by one of the following:

a penis concealed in suprapubic fat (extra fat around the mons pubis)
a large body and frame for which a prepubertal penis simply appears too small
delayed puberty with every reason to expect good future growth"

It sounds like you're ruling out delayed puberty or being prepubertal, but what about the penis being concealed in extra fat around the mons pubis?

If you're sure micropenis does describe you, ask your doctor or ask for a referral to a specialist. Apparently the hormone treatments they can give, can help.

And one last thing. To women, size doesn't matter. Women's nerves in their vaginas are in the front, around the opening especially, and her clitoris is totally accessible by a short penis. This means guys who worry that their penis is not long enough are mistaking the issue. There is definitely such a thing as a guy having a penis too long for the woman to enjoy having sex because it bonks the end of her vagina and hurts. You might have to look a little more carefully for an understanding woman to have sex with because of your unusual size, but I don't think you will have any trouble giving her pleasure in bed. See your doc and try not to worry.

I have been through puberty I have hair everywhere my voice is deep and I'm smaller than 1 inch erect and flaccid
Best course of action would be to consult your physician about what options you have, whether it be surgery or some other treatment. If none of that works you can try sites like PE gym. People claim to have improved size through exercises so it’s something to put hope in when all else fails. You don’t need a penis to get a girl off at the end of the day so keep your chin up
