Normally new users of CPAP get pounding headaches in the morning. It takes some time to get used to the new pressure.
Has your husband started using the machine recently?
Normally these headaches get better with time. Also it is important to make sure that he is using the mask with the right fit so that there is no leakage of air.
Other possibilities that need to be ruled out include high BP, excessive stress and anxiety.

He's been on CPAP for 15 yrs. he takes anti anxiety meds. (buspar) BP is boarder line.

The symptoms are of 3 yr duration, and he has been on CPAP for 15 yrs. Is this changed behaviour seen only on waking in the morning, or always?
What is his weight?
The "change in mood/attitude/patience and tolerance" you describe may be due to low oxygen going to the brain; have you discussed this problem with your doctor?
But this may also mark depression, which can occur in sleep apnea. Have you noticed any change in intimate life recently?
I think he should be seen by the doctor.

In that case it may be just stress and depression. It is important to also make sure that his BP is normal. I would also suggest you to consult a neurologist and get his complete neurological exam done to rule out neurological causes.
