Definitely - my current neuro isn't even good at reading the radiologist's report, let alone reading the MRIs himself.
The reason I say that is that you meet anyone's criteria for MS, based on what you describe. And we like to try to let people know that if their neuro doesn't read MRIs themselves, they need to seek a neuro who does. You've got lesions in your brain in places that people typically do not get lesions for anything else but MS. You have signs--not symptoms, but a sign, at least, with the Babsinki--of an upper motor neuron lesion. You report Lhermitte's. You've got abnormal EPs. What is your neuro waiting for, some sort of sign from God? That's why I say, you should seek another neuro, one who understands the criteria for a diagnosis, who understands MS, who understand the urgency of starting DMDs ASAP, and who reads his/her own MRIs.

Your neuro should want to read those films for him/herself. The radiologists usually just do a quick brief read. Most neuros don't even want to read those reports - their egos make them want to decide on their own what's going on :-)
Yes, unfortunately your lesions do sound msish, but they could also be caused by other things. You may not know, but MS is pretty much a dx by elimination. We cross other diseases off the list and see which one is still standing.
