2 Neck Surgeries Later and I'm still having Upper Cervical Issues. Did my ADR Fail?

I'm going to keep it short for the most part and include my latest set of x-rays for anyone to see. I've been having issues since 2013. Never knew they were neck related. It wasn't until 2020 when I could barely walk some times and had arms go tingling and numb, on top of my neck not feeling like it can support my head, when I decided to have surgery after just years of maintenance.

First surgery was done in July 2020 to address severe spinal stenosis. ACSF C5-C7. This issue resolved most of my full body weakness except for some lingering weakness on the right hand side, that goes away if I pop my neck a few times at the upper cervical.

I knew the surgery didn't address the full issue, because I still felt like my head was going to fall off my neck. This concerned me so in May of 2021, I decided to seek a few other opinions who suggested all suggested a Mobi-C artificial disc replacement. Apparently it was good that I did this because I had a huge disc herniation that was causing moderate going into sever stenosis. My MRI images did not reveal this.

I'm not getting close to a one year post-op after 2 rounds of PT and I *still* don't feel right. My main issues are right side. I legit feel like something is broken or loose inside there. This has been happening for a while even before these surgeries. Doctors can't find anything and swear everything is fine. Based on my latest images, I'd say I disagree, but nobody wants to point me to a right place or next step to fix this. The issues mainly occur when seated or driving. It's become impossible to enjoy my life. I can barely drive anywhere without feeling like my head is going to fall off the neck. The pain is always at the upper cervical too, right side.

Here are the latest X-RAYS. What do you think (copy/paste link to see)?

I'm desperate for help! I'm 44 years old and the last 8 1/2 years of my life have been taken away from me due to this condition, and while it's improved to a degree, the past 2 1/2 years were horrible and I'm not gaining any of my life back!
