I started having migraines last year. In February I had a seizure.

I have several MRI & CT that show I have bulging disc. On the day I had the seizure they did a CT ANGIOGRAM HEAD NECH W CONTRAST. The radiologist did an addendum that states:  Straightening of the normal lordotic curvature of the cervical spine may indicate positioning of the paraspinal muscle spasm.  There is mild intravertebral disc space narrowing at C5-6 with associated endplate osteophytosis.  There is no fracture or listhesis.  There is no bony foraminal narrowing.  7mm lucent lesion in the anterior C3 vertebral body appears consistent with a small benign hemangioma.

Minimal lower cervical spondylosis. No acute bony abnormality or traumatic malalignment.

No one talk to us about this. Is this something that could cause a seizure or my migraines?

None of my doctors can stop the migraines. My neurologist suggested that I consider medical marijuana for my neck, back & migraines.  Does this sound right?

Who knows?  CBD oil in very strong concentrations have been used for one type of childhood seizure disorder.  Migraines can be caused by different things.  Usually, it's a vascular problem, where some kind of stress causes constriction of the blood vessels and when they reopen the large ones near the head open first and you get the migraine.  It doesn't sound like they have yet found the cause.  There are many medications used for both seizures and for migraines.  I'd probably at this point talk to the neurologist if he hasn't explained what he found well enough, and if it doesn't sound like he's your guy, see a better doc.  Peace.
