I'm experiencing numbness in my lips and my right eye is twitching/runny.

I currently have CKD and I worry that these are new systems occurring. Also when i smile my lips twist to the side and when I spit it comes out awkwardly as if i have no control

Bell's Palsy affects the VII Cranial nerve (Facial nerve) ; it is a motor nerve not a sensory nerve . Numbness to the lips would would involve sensory branches of the Trigeminal ( (V CN)  nerve. Eye-twitching intermittently may just be muscle fasciculations.

I agree with your concern over these symptoms- this sounds like signs of a stroke to me however, I'm not a doctor, so don't take that as it's what is happening.  I'd really recommend that you call your doctor and talk to them right away about these symptoms.  If you can't get a hold of them, it doesn't hurt to get to the ER- especially if it could be a possible stroke.
